What changed with Resolution 407/2026?

It unified the solvency criteria into 12 categories (professional, technician, employee, independent, digital nomad, company partner, including EAS, property owner and others) and did away with presumption: title and paperwork alone are not enough; effective income generation is required, consistent with what you declared in the temporary stage: VAT for the last 3 months or IRP for the year, with activity. In practice, accounting became the engine of permanence, and everything is signed as a sworn declaration.

Do I need an accountant to get permanent admission?

Yes, in practice: the proof of income that 407/2026 requires comes from the RUC and the declarations. The Personal Package (US$ 399/year) exists exactly for that.

What is the difference between temporary and permanent admission?

Temporary admission is valid for 2 years and is the entry point. Permanent admission is the category change: permanent admission, with no category renewal, and the step before naturalization.

Can I go straight to permanent admission, without having had temporary admission?

And after permanent admission, citizenship?
